Plutocracy
Form of government where there is very little government can do, due to the strength of other actors to enforce their will locally; governance without government, where the able rule to their ability.
Rule by distribution of wealth, indicating governance without or with insufficient degree of government functions, characterized by localized distribution of force. Effectively, plutocracy means rule by gangs, since the army turns the blind eye to alternative monopolization of violations, leaving the political condition not mended by political form, creating an anarcho-liberal condition, where armed groups can establish porous sporadic control of territory with intense deterrence. When we speak of plutocratic tendencies in the global polity, we allude to the deintensification of political unity amongst great powers and the ability for corporations to substantively influence foreign policy of governments by means of oligarchy, negotiation, and corruption: The global polity is formerly without government, but materially, it is sought governed by a junta type regime through United Nations Security Council (UNSC); it is a sign of failure for this body to effectively regulate war, that we see plutocratic tendencies prevail in the global polity, with sporadic power projection like mercenary armies, raids or systematic trans boundary drone strikes, as well as escalation of incursions of various powers into the designated territories of other polities without UNSC takes notice, as for instance the recent attacks by Azerbaijan on Armenia.
